Laughlin Youth Center offers a wide range of programs that promote character and leadership development, educational and career opportunities, health and life skills, plus the arts and creative expression. In addition, we offer sports such as baseball, flag football, basketball, soccer, and much more.

Youth Center offers a wide variety of programs for youth ages 5-18 years. Youth Programs are fantastic, skill-building opportunities for children. These programs are designed to keep your child active while building important teamwork skills.

Mission Statement


Our mission is to assist the Department of Defense (DoD), military, and civilian personnel in balancing the competing demands of the accomplishment of the DoD mission and family life by managing and delivering a system of quality, available and affordable programs and services for eligible children and youth, birth through 18 years of age.

What is School Age Care?

School Age

School Age Care Program is open to children ages 5* through 12 who are dependents of Active Duty, DoD Civilians (APF and NAF), and eligible employees of DoD Contractors; others may be authorized if space is available. Interested parents may fill out a registration packet at the YC during normal business hours. 

*5 year old must be attending school. 

Give Parents a Break (Creative Night)

School Age

Air Force Aid funded child care program for Active Duty members who “need a break” and receive a voucher from First Sergeants, Commanders, Supervisors, the Chapel, FAC, and the M&FRC. The program is offered one Saturday a month at the YC and alternates between 1600-2000 evenings and 1300-1700 daytimes. It is also available for all AD members, DoD, Civilian for a flat rate of $32 for 4 hours.

Summer Camp

School Age

Summer Camp includes: Breakfast, lunch, snack, weekly activities, field trips, summer enrichment activities, sports, and so much more! Each week is a new theme.

Summer Camp runs from the last day of the San Felipe Del Rio Consolidated Independent School District (SFDRCID) school calendar year, and ends at the start of the following school calendar year.

In order to register and participate in Summer Camp Programming you must enroll.

Summer Camp is open for campers ages 5*-12.

*5 year old must be attending school. 

Weekly Fees: Weekly fees are based on total family income.

Day Camp

Day Camp includes: Breakfast, lunch, snack, weekly activities, field trips, enrichment activities, sports, and so much more! 

Day Camp runs on dates the San Felipe Del Rio Consolidated Independent School District (SFDRCISD) is closed, excluding federal holidays.

In order to register and participate in Day Camp Programming you must enroll in the Parent Portal.

Day Camp is open for campers ages 5*-12.

What is Open Rec?

Open Rec

Open Rec Program is for preteens, 9-12 years old and teens, 13-18 years old who are family member dependents of Active Duty, Civilian DoD Personnel, Retirees or are otherwise eligible to use Services Facilities.

Open Rec offers a varity of programs ranging from field trips, clubs, social activities, and much more!

Youth who wish to participate in our programs, must submit a Youth Program application (AF Form 88), provide current immunization records, and pay the $120 annual membership fee.

School Day Hours: 1500-1745 Monday - Thursday
1300-2200 Friday

Non-School Day Hours: 1200-1745 Monday - Thursday
1200-2200 Friday

Militarychildcare.com (MCC)

Military and DoD civilian families can now search for child and youth care options through a single website! MilitaryChildCare.com provides comprehensive information on child-care programs worldwide. Families can search for the care they need and submit a request for care anytime, anywhere. This website replaces the waitlist process at Child Development Centers, Youth Programs, and Family Child Care. For questions/support on the website call the help desk at 855.696.2934.  

Just follow the four simple steps below:

Create an Account:  Go to MilitaryChildCare.com to create an account containing information about your family, or log in using an existing username and password.

Search and Request Care:  Search the system for the childcare options that best fit your needs and submit your requests for care.

Manage Requests:  You can manage your requests for care from anywhere in the world. 

Update Profile:  Keep your My Profile page up-to-date with important information.

Registration Checklist

School Age

  • Must have a complete Parent Portal Account
  • Application for School Age Care Fees (DD Form 2652)
  • Most Recent Leave & Earning Statement / Pay Stub
  • Fee / Program Agreement
  • USDA Paperwork
  • Current Immunization and Flu Vaccine Record
  • Parent Info and Permissions.
All Forms must be completed in their entirety and emailed prior to processing payment.

Sick Child & Medication Policies

Youth Center

If your child has any allergies (food, insect bites, etc.) or emergency medication needs (asthma, epi-pen etc.), please meet with your pediatrician to develop an allergy/emergency action plan to provide to the YC. Completion of AF Form 1055 must be on record to administer medication. 

Any other special needs should be discussed with YC administration to assist you in providing the most appropriate care plan for your child’s individual needs. If your child requires medicine to be administered, medicine must be in the original container labeled with your child’s name, doctor’s name, and date prescribed, and have complete directions for administering with a start and stop date. All meds are controlled by the front desk staff and must be turned in to the desk personnel each morning to administer the second dose.

Hourly Care

School Age

Families wishing to utilize the Hourly Care option on a temporary basis are encouraged to call for  availability.

Hourly care is Monday through Friday during business hours at a flat rate of $8 an hour with a 2 hour minimum, pending space availability.

Hourly care consists of NO MORE THAN 2 days of drop in care per week. Parents utilizing drop in care more often will be charged a FULL-TIME rate.

Transportation

School Age & Open Rec

Transportation Care: Transportation Care is a ride for students from base to their school and back. 

School Age Care Fees: $2 Daily Fee charged weekly.

Open Rec Fees: $28 Weekly Fee

Students must be attending a school in Del Rio.

Before & After School Care

School Age

Before School Care Includes: Breakfast and transportation to school. Open from 0630-0730.

After School Care Includes: Afternoon snack, transportation from school to YC, and "Power Hour" homework assistance. Open from 1500-1745.

Fees: Weekly fees based on total family income.

Students must be attending a school in Del Rio to qualify for transportation.

Clubs

Open Rec

Clubs are available for Open Rec Programming. Ask the YC staff about Keystone Club, 4H, and Torch Club.

Preteen & Teen Nights

Open Rec

Join your friends at the Youth Center every Friday night for fun activities! Past events have included movie nights, archery, retro games, bowling, and more!

Once a month we offer a Saturday speciality program. We offer anything from field trips to lock-ins.

Department of the Air Force Child and Youth Education Services

The Department of the Air Force Child and Youth Programs assist military and civilian personnel in balancing the competing demands of the mission and family life by catering programs and services for eligible children and youth from birth through 18 years of age.

Parent Advisory Board


  • Parents are always welcome to visit and assist with their child's care to the extent that their duty permits.
  • The Parent Advisory Board function in an advisory capacity, parent led, providing recommendations for improving services. Improves staff and parent communications. Increase parent's knowledge of developmentally appropriate practices in program activities. Increase parent participation and involvement in the Child and Youth Services activities.
  • The Parent Advisory Board Committee selects a chairperson (parent interested in volunteering to chair the board please inform the program director). The Parent Advisory Board meets with the Child and Youth Services Flight Chief and program directors at least quarterly and with the Mission Support Group Commander at least annually. The minutes of the parent advisory meetings are shared with leadership, available and posted on the parent board at each center.
  • All program directors have an open-door policy, if you have a concern, please don't wait to meet in this forum to address your concerns. We encourage you to address any concerns on the spot, to allow supervisor on duty an opportunity to address them in a timely manner.
  • If you are interested in attending your center's parent advisory committee, please see your center's director for more information.
